Can't update Windows 7; Service won't start, get error "access denied" then message 0X80070005

I cannot Start the Windows update.
I have tried to  start the service from the services menu.
I receive the message "access denied" then message 0X80070005.  have no idea what that  is.
The PC is a Dell desktop about 4 months old and no other problems.
Windows 7 amd dual core , McAfee virus proctestion updates fine PC runs well.
though i really would like to start my srvice.
I checked the Dependices and the are all in service and started.

NB: Run the FULL scan, not the QUICK scan!  You may need to download the MSRT on a non-infected machine, then transfer MRT.EXE to the infected machine and rename it to SCAN.EXE before running it.

Machine Throttling

• Go to the Start button.
• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
• On the right window pane, delete the subkey: "Machine Throttling".
• Restart your system.
