Computer won't load past start up screen[Win 7]

Hello, I recently upgraded my computers power supply and graphics card to brand new ones.
When I boot up windows, I am stuck at the start up screen until a BSOD.
comes up eventually and my computer resets, does it over and over, etc.
I have tried
to boot into safe mode(ALL of the options available on when you click F8), however, none of these gets passed atcipie64.sys.
When it loads this driver, my comouter freezes and just stops. 

I have downloaded the windows repair file (I believe that's the name, not sure) onto a disc and booted it up onto my computer.
When this boots up, I am given the 6 system recovery options (cmd prompt, sys recovery, repair files, sys image, few more
I can't think of on the top of my head).
I have tried to do the system repair,  however it just keeps running and when it's complete and windows restarts, the same thing happens- stuck on windows.
I do NOT have a recovery point I can go back to or a system
image.
I have tried running the Black DOS box and running reboot.exe fixes that are available online but none of them work.
I have also tried chkdsk /c, it says it's fine and no errors.
however chkdsk /r and /f are both protected or something.
lastly, when
I run sfc scannow, it says I can't run it until I do a repair and windows restarts, but even after I do that I get the same message.


I'm very sorry for the lengthy reply, trying to be as detailed as possible so I can get to the root of this.
Also, I don't have a windows 7 installation disc (no clue where it's at) sp that's not an option either.
