Hi, we just purchased a new Dell Inspiron last week and got the same thing with the "Failed on loading skin name" message and a white box would appear on our desktop and not go away.
 I was on another forum that suggested several things to do and none
of them worked.
I was also not able to get online with Dell Support and just called them 1/2 hour ago.
 The Dell technician went through my computer and the Dell skin configuration problem ( "dellprodreg_skin", the file "shell.css" is required)  he said had
to do with a Dell Application that never loaded properly and he removed it from our computer and said we did not need that to run properly.
I had also told him that we had a Dell Support screen that would pop up and said it would not load correctly and I guess
that was causing the problem.
I suggest you contact dell 1-800-624-9896 and speak with a technician.

In this method we will try to Boot in Safe mode with Networking and see if the error still persists.

• Search "MSCONFIG" and Open.
• Click on Boot Tab
• Tick Safe Boot in Boot Option
• Select Network.
• Click Apply and OK.
• Reboot your System.
