Cannot make Power DVD9 the default Blu-ray Player

On my Windows7 Home Premium I cannot make Power DVD9 the default Blu-ray player.  No matter what I do Media Player insists on being the default player and of course fails as it will not play Blu-ray discs.
I have set the the BD drive's Auto-Play parameters to make DVD9 the default player, to no avail. 
If I right-click on the BD drive and select Open Autoplay...
the autoplay window that appears shows only PowerDVD9 as the choice BUT the "Always do this for Blu-ray disc movies" is unchecked.  If I check it, then close the window and re-open it, the "Always
do..." box is unchecked again.  There seems to be no way to keep it checked.
I have opened the disc>BDMV>STREAM folder and right clicked on a .m2ts file and selected the "Open with" choice and choosen PowerDVD9 (with 'Always use the selected program to open this kind of file' checked) then clicked OK, but if I open that window again
Media Player is highlighted as the default player and not DVD9.
 
There seems to be nothing I can do to retain DVD9 as the default player.
BTW- if I right-click on the BD drive and select "Play with PowerDVD9" it works fine.  I just can't make that happen automatically!
I have even hacked the Registery AutoPlay Handlers to remove MediaPlayer and have only "PDVD9PlayDVDMovieOnArrival" as the EeventHandler for DVD and HDDVD Movies, but that didn't seem to change anything either.  Media Player still is the default handler.
How do I make PowerDVD9 my default BD (and DVD is OK too) handler?

Follow these steps and check if the issue persists.
Step 1:
Try this instead:

a.
Click Start, click
Default Programs, and click Set program access and computer defaults.
b.
Click on Custom, and scroll down to
Choose a default media player.
c.
Uncheck Enable access to this program next to Windows Media Player.
d.
Click OK, and close all the windows we opened.

This will prevent the Media Player from being launched or displayed any further.
To undo this change simply check the field you previously cleared.
Step 2:

Turn off Windows Media Player by
turning off Windows Features.
