Can't download PP templates automatically to Windows 7 w/IE 8

I am trying to download PowerPoint templates from a Microsoft site to a system that came with Windows 7, using 64bit IE 8.  I keep getting the message "Your operating system does not meet system requirements" but I don't know how I can upgrade more than
I am.

Can someone please help me fix this problem?

In this method we will try to Boot in Safe mode with Networking and see if the error still persists.

• Search "MSCONFIG" and Open.
• Click on Boot Tab
• Tick Safe Boot in Boot Option
• Select Network.
• Click Apply and OK.
• Reboot your System.
