Cannot Download Any Files From the Internet in IE

I cannot downlaod any files from the internet using IE.
I can using other browsers like firefox, but my work website is only compatable with IE.
I have done all of the normal things including resetting all explorer defaults in the security settings etc.
I even had a tech from McAfee go through all the paces to be sure my virus software wasn't causing the problem and he tried everything he could think of as well.
When I try to download something (word doc, pdf or any other file type from the internet), the
downlaod starts, gets about 80% of the way through, then stops and I get an error message that says "Internet Explorer cannot downlaod the file.
Please retry".
I even tried to reinstall IE but that didn't work either.
Any ideas?
