Can't connect to Internet; Winsock error message

(Windows-XP)
After a recent scan for viruses, I cannot connect to the internet.
(Two things were quarantined, both Trojans) Network Diagnostics says that there's an issue with Winsock, and restored it, but even after restart the computer fails to connect.
My laptop that runs off of the wireless connected to the modem on that computer works fine, so I know this is an issue with the computer itself, and not the network.
I pressed "Repair Connection" in the Internet Connections area of the control panel, and yet it says that it failed to retrieve the IP-address.
System restore failed the first time, so I tried a later date, and it took nearly an hour to come off of the Startup screen.
 Also, eariler in the Task Manager a program called ping.exe was running, using a lot of CPU, so my mother said she ended tasked it until it finally went away.
Any suggestions? I can still access files and everything saved, but if I can prevent a repair, that'd be great.

Method 1:  Check if you’re able to connect to the Internet in Safe mode with networking
Check the performance in ‘Safe mode with Networking’:

Method 2:
Step 1: Follow these steps to release and renew IP address
a.     Click on the ‘Start’ button.
b.     In the search bar, type
 ‘cmd’.
c.     From the list, right click on
cmd and choose Run as Administrator’.
d.     Now type  "ipconfig/release" and press Enter.
e.     Now type "ipconfig/renew” and press Enter.
 
Step 2:  Check the DNS settings.
 Make sure "Obtain IP address automatically" is checked under the IPv4 properties.
